The Joint meeting of the Boards of the Town of Rantoul and Village of Potter was called to order by Town Chairman Eugene Mertz and Village President Douglas Lau at 7:15 pm at Potter Village Hall following the joint Town and Village Plan Commission hearing and meeting beginning at 6:30 pm.
Chairman Mertz verified that meeting notices were published on November 17 and 24, 2011, in the Chilton Times-Journal per affidavit and posted on November 16, 2011, by Mary Schwartz, Town of Rantoul Clerk, per affidavit. An agenda was posted on November 29, 2011, by Mary Schwartz, Town of Rantoul Clerk, per affidavit.
Discussion was held regarding the recommendation of the Plan Commissions of the Town of Rantoul and the Village of Potter to approve the draft of the Town of Rantoul/Village of Potter 2025 Comprehensive Plan Amended Preferred Land Use Map which was presented at a joint Plan Commission hearing and meeting. The draft addresses the land use which is designated “Planned Urban Transition” surrounding the Village of Potter changing to “Agricultural Enterprise” to comply with the requirements that a single parcel cannot have two uses designated.
Discussion was held regarding the recommendation of the joint Plan Commissions that a Border Agreement be enacted to establish a buffer zone of 300 feet on the Village boundaries south of County Road PP with a buffer zone to be determined on the north side of County Road PP. The existing buildings of Hilltop Farm would be excluded. This Border Agreement is agreed to it in principal with details (exact buffer zone sizes) to be completed to each party’s satisfaction and to be adopted at a regular or special meeting of the respective municipal boards.
